his location is 317.83,339.62, 6.33. His respawn is 5 minutes. Heh, thought I'd be smart and use a faction lock potion but that just gives you no faction hit for Ebon Mark
I can't seem to find him on Lockjaw, the TLP server. Does he not show up until later expansions are unlocked?

I believe this round of TLP (Lockjaw/Ragefire) they have removed the "newbie" armor quests until a later expansion era. I wasted a bunch of time myself looking for an exterminator quest npc (those quests were taken out too apparently).
If anyone can link a dev post on the matter that would be helpful.
