I was just able to begin Forecast Says at 13.
The three tasks he listed were: Through the Sands, Dementia of the Desert, and Protect the Water Supply

Doing these tasks before level 20. A few have update issues around the locations you have to visit. At level 19 the tasks have a payout of 6.8.7.5 before that they were in the 3 platinum range. The current task I am on named Ale and Fishing has you do a location update at the Grub and Grog in EFP and then off to OOT to kill 10 sharks and loot 4 shark bones. 2 more steps to complete to finish. I've done a few others not in the list and screen capturing the task window for each step and the final yellow text at the end. I am not sure if there is any other way to get the information from these quests other than screenshots and the log. Not looking forward digging through the log

I have tried the tasks ,Well,Well,Well, and "Over the Hills". neither progress. Is this Task giver obsolete? And how come when your in a group they don't give you correlating tasks with the party members. We have to sift through till we both land the same task and it can take 30min. just do that.

I didnt realize that this is the exact same task as the one called Bringing Goods to the Plains given by Guard Gregor. Funny how 2 guys give the same task.

This gentleman is the new OoW taskmaster now also.

He is in the EC tunnel in the room where the adventure NPCs are. He's not quite in the far back corner. From the entrance to that area from the tunnel face the far corner and then turn to your right a bit he's along that wall.
