Another suggestion, along the lines of Thundra's.
Any funny or meaningful conversation, a description of something beautiful or ugly you've seen, a wordless interaction between two people, dreams you've had, anything. Write it down. Record it. I keep stuff like that in an "image file" and when I'm stuck, I'll read through it.
At the very least, I get a smile or a chuckle out of it.
Usually I end up writing a separate short, or sometimes it gets assimilated into the "big one" that I'm working on at the moment.
The trick is to write often. Not always on one project -- just keep writing. And be sure to keep everything you write -- no matter how crappy. You'll never know when you'll come across it, edit it to perfection, and find the right place for it to fit.

Out of all the disagreements I've had with my mother, the deepest wounding one would be the time I moved back home and found she had thrown away all of my notebooks. Notes, poems, stories and what not from high school and college.
