From the post here, this will be the anniversary schedule for 2017.

18th Anniversary will run from March 16th 12:01AM PDT to May 10th 11AM PDT.
Bonus XP will run from March 16th 12:01AM PDT to March 31st 11:59PM PDT.
14th - 17th anniversary content will run from March 16 at 12:01AM PDT to May 10th 11AM PDT.
5th - 13th anniversary content will run from April 12th 12:01AM PDT May 10th 11AM PDT.

The Gnome race will be back and will be available even on progression servers.

That is the delving into frostcrypt mission which is currently bugged. They probably pulled the NPC until they fix it.
