Khati Sha Apprentice Quest - Help!Follow

Ack, I just went and turned in my recruit's cloak and the glowing heart stone to Kery Miann. She then said to seek out Kaam Rahiir in the Libraries and show him my claws. He would make them magical. So I found him and gave him my reinforced Khati Sha claws. He took them and nothing happened. I didn't get my claws back. So now what do I do? How can I get my claws back?
