As as today, it is no longer available on Tarew Marr on Rang Kelliam. The only spell available is Winter's Flame which appears to do the same thing as this one.
Winter's Flame Frostbite is the secondary effect of casting Winter's Flame. Both DD's strike at the same time. It's available from the same druid spell vendor as all other druid 73 level spells, Rang Kelliam, in The Steppes.
When both DD's strike, you'll see 2 lines of non-melee damage and 2 lines of text:
So and so is bitten by the Flame's Frostbite.
So and so is struck by a Chilling Flame.

Winters Flame is nice spell for me, does fire and ice dmg at the same time.
i land a crit on both, fire and ice and it do more then 7,4 K dmg with one nuke.

zero mana cost? is this the secondary effect from winters flame? if so why is it listed as a separate spell and whats with the 100.00 cast time? do we really have to wait that long for our secondary effect to kick in? if its true then it pretty worthless if u ask me.
