seems to have 3 ranks, what is the difference between ranks tho? faster casting or something?

lvl 1 is 9% spell haste
1v1 2 is 10%
lvl 3 is 11%

This is a group spell and stacks with Bless devotion.

although you Can have devotion and purpose on at once, their effects don't stack per say. Devotion is 10% so it will help the spells below 71 be 1% faster than if you just used Purpose (9% at rank 1) , But it won't make them 19% faster. I for one just cast purpose .
