Alright, I have yet to make this ability, but I have examined the other spells of the Greater Mass Enchant line, and the following applies:
Ink Additive of the Nameless, Ink of Druzzil Ro, Ink of Prexus(2), Invigorating Thickener, Quill of the Coercer.
The problem is what to scribe it onto. GME Velium uses the following: Prepared Fine Supple Runic Hide. It stands to reason that whatever is used, it will be a higher level scroll, papyrus, parchment, etc. If I trip over it, I'll post it.

I happened to have a stockpile of most scroll types, so I cleaned up one of each and starting attempting combines.

Something odd has happened - I bought my palladium enchanting abilities in the Commonlands and already had Mass Enchant Palladium. I wanted to get Greater Mass Enchant Palladium to finish these out. I spent 4 hours trying a variety of combines and finally got it. I had made a Greater Mass Enchant Palladium ability scroll, and I learned it.
Looking back through posts I have made, I now find this combine makes something vendor sold. I was confused, so I logged on and checked my list of spells I made in my research kit and greater mass enchant is missing, but the recipe I have now corresponds to the normal Mass Enchant Palladium. I also lost the ability as well.
My guess would be that the in game combine when I actually researched it was incorrect, and now it has been corrected. If this is the case, then the formula should be to simply add 1 more ink of prexus, and change the Spell Scroll to a Fine Runic Spell Scroll as I had originally found on EQTraders from Ngreth's posting on the subject.

Neither, it's player made (research)... recipe undiscovered as of this post.
