What is the point of this spell's existance? How is it any different than Superior Healing? Both heal for pretty much the same, both cost the same in mana, and both have the exact same cast time.

I do not have this inate ability how to I trigger it or what do I do to get it working? Looked in choose a skill it isn't listed yet I am level 39. According to the spell list I should have this. Thanks and any help is greatly apprecited. :-)
this spell is or was on the test server and has not gone live if it ever will.
