I'm aware the post is a few months old but still.

Those were put in to dictate that the focus does not work on the 2 Wizard Velious Nukes (One works on the High End Dragons, the other on the Giants). It's simple as that, any spell that isn't one of those 2 still gets focused regardless of target.
