for such a low percentage, do these procs have a super high rate or something? where you can count on them being on you all the time?

My tank has the bloodguard wand, and even in the off hand it procs 2 or 3 times a fight. These procs don't take much off of dmg on a per hit basis, but it can add up quickly over the course of a fight.

builds agro rather fast just assisting no taunting no yealp nothing just standing there attacking with proc's going off i steal agro off a Sk friend of mine who is taunting and casting agro spells

Rune PROC's do not give agro.

Rune BUFFS (from chanter/wiz) are agro for the caster.

incorrecnt. MOBs see Runes as acting like a type of heal and definately generate aggro. Guard spells however are not, they act like a clerics Vie line of spells. which generate 0 aggro, but do add more damage mitigation (like another bonus mitigation AA, if no cleric is around doing Vie type buff, which not many do anymore)

i still use this aug though , on my 1hs. I don't need to rely on a weapon or proc for aggro so i can afford it. There is a rune aug from sverag that i know of which would be nice, but i cant remember the name of it atm

"RUNE" line of chanter buffs certainly produces agro. But the Berserker Strength line (with a smallish rune component) doesn't.
Comfirmed by casting on a pet with untouched adds beating on him. They come for me if I rune, but not if I BS.
...Still not certain whether self-runing during a fight builds agro. I guess it could be tested the same way, but I haven't. :)

i can speak from experience with guard II, and that certainly does not grant any aggro

i would have to assume that guard III follows
