It's not a complete waste.. it's very helpful in Plane of Fire. I recommend getting it for future use, if you're not PoF flagged at the moment. You'll be loving this later.

This spell is a complete waste. As a lvl 63 spell, it should compare favorable to hand of Ro, our lvl 61 fire debuff, but it does not. While hand of ro checks against fire at -200, this checks agaisnt cold at 0, so it is reisted ALOT. Even if you do eventually get it to land, for a cost of 250 mana it will only debuff cold by 55, and ac by 24, whereas the lower level hand of Ro, at a cost of 165 mana, debuffs fire by 72, ac by 15, and attack by 100.

So lets compare, Eci is higher level, costs more mana, is resisted alot more, and debuffs less.

Most high end druids do not use their big 65 cold nuke in exp groups, becuase without a debuff it gets resisted too much, and it is very mana inefficient to debuff with Eci's. Instead, we use our 64 fire nuke, and debuff with hand of Ro. We hit for less, but it is more mana efficient, becuase our debuff lands, and
thereafter, our nukes hit hard.

In short, Sony really screwed up this spell, it is an almost complete waste. On those rare occasions when you must nuke with cold, you are better off n0t casting Eci's at all. It gives too much agro, and is resisted too much, costs too much mana, and debuffs too little

I agree, to me this spell is broken. Whats the point to having a debuff that wont land? I find that this spell is resisted way too much to be useful. I had one situation where I had to cast it 3 times to get it to stick (regular non-ice BoT mob not named or Kriger?sp) and by the time I cast my lvl65 dd the mob was dead. On Krigers and named mobs it even worse. I tried it on wolves at tables in BoT and it was resisted 5 times (never landed I stopped trying). Krigers (dont remember spelling sorry), also resisted it numerous times but it did land id say once every 4 casts. A very disapointing spell that really needs to be fixed.

Its not a complete waste of time.

Where as Ro's may be more useful sometimes I find Ec'i to be more useful other times.

Just as an example. When soloing sometime I kite with Ice DD. Ec'i lasts MUCH longer than Ro's allowing me to finish kite without having to rebuff. This saves me mana.

Also I do use my ice nukes in exp groups.... it all depends on the inate resists of the mobs. That is why we druids have a ice AND a fire nuke.
