Would this increase a level 70 toon to effective level 73 toon when casting?

What benefits would a person receive if casting at a level 73 rank? Less mob resists of nukes? Less chance of fizzle? Increase in self base resistances? Change in any toon statistics?

or would this just allow a lower level toon to be able to memorize and cast spells above their current level restrictions...like a cleric casting Complete heal at level 36 instead of level 39?
