When you zone into SH from nexus go into the big building you have to go around to go to baz if you wish to /loc of the entrance to the building is 185, 1141. then go stairt and step on the teleport pad /loc is 187, 1325. Which takes you down to the druid guild. turn right from the direction you face when you first get teleported down, and the opening is the druid guild. The merchant selling it is Sarlos Windwalker.

FYI, I bought this from Sarlos with CHA of 121 for 26P, 2G, 4S, and 9C. Oh, and HOV (Hand of Virtue) will replace it.
