This spell wasn't on the 76 spell vendor in Dragonscale hills. i heard there are a few spells that are dropped only, perhaps this is one of them. Another possibility is that it never went live, I guess.

I've seen it linked. A guildie had it drop in a group in one of the new zones. If I remember correctly it was off an ordinary mob, nothing special.

Based upon my luck it appears to be the only spell drop from all the horse models in the Cursed Stables - Loping Plains. So far over a few days, I've now gotten 4 of this same spell and no others.
I specifically started hunting Nightmares because of your post. A copy of the spell dropped like in 3 hours, thank you.
