The game description, is as it says from the game. If the in game description is different from examining the spell scroll or spell gem than what is listed here, then posting what it says may help to discover why Lucy is parsing it wrong. Unfortunately, many in-game descriptions are wrong, and so the listed in-game description although technically wrong, is correct in comparison to the in-game version which what Lucy is trying to parse. :(
EDIT: Also to get corrections to in-game stuff, use the /report command in game.

The description for this item is still incorrect as the previous poster indicated a long time ago. It is a pet focus item - nothing to do with the Muzzle of Mowcha.
This effect has nothing to do with Muzzle of Mowcha. The effect is a self buff for the pet caster which is a focus effect used to create a more powerful pet.
