For any still curious about this "spell", it's actually a Warrior AA. It came out with Secrets of Faydwer expansion, costs 7 AAs, and reuse timer is 3 minutes.

Where is this spell? Can it be bought?
It's not a real spell. At least, not yet. It's *possible* that this is a spell that will become available when the next expansion goes live, but it's not very likely.
As for the poster below asking why any Wizard would want this, the answer is "kiting." To be able to generate the truly monstrous amount of hate in such a short time ensures that you'll be able to lead that mob around in a circle for your group without any real chance that your group will steal agro back from you.
The cast time is virtually instant, the resist check is pretty nice, and the recast time is low. The range is a little short, but if this spell goes live, there will be a lot of kiters that will be very, very happy to see it.

this is not a real spell.. There is No scroll for it.
My guess is that someone somewhere is running the item/spell collector that Lucy uses and uploading some Bogus data basically. Bogus in the sense that real players can't use the items/spells and it's creating confusion. Now why they have access to these items/spells is the true question..

Why would a wizzy want this?I understand Concussion,but this????It might be good for those mobs that run away..
