Based on the posts below I went to Felwithe and checked every single vendor, chanter and non chanter, and this spell is not sold.
If you check the spell info on eqplayers (http://eqplayers.station.sony.com/spell_profile.vm?spellId=11572) it clearly states the only item with this effect is the Efreeti Death Visage.

Hun, for being a know it all you might want to register on eqplayers, pay for a real deep search and look at enchanter spells for level 45 and see, illusion spectre.
Its a chanter spell, it does exist as a spell or did at one point in time.
If anyone has some relevant information on if it can be found still and were, or was some kind of gm event or craftable, please let the future chanters know about it.

I bought the spectre illusion spell last night (01/18/2009) in Southern Felwithe. I was looking for some other chanter spells and came across this spell on another chanter spell merchant near "Seren The Swift". I did a lot of running around, but I think it was on the merchant in the same little room.
As I didn't remember reading about the spectre illusion spell, I bought it to bank for my chanter when its leveled up.

Hun for being a scholar you sure didn't do your research. This is the result of a quest in the jewel of attiki (spelling may vary)It's not a spell it's a visage mask hun. Called the Efreeti Death Visage good luck!! Would be awesome to do myself think I'll give it a go.
