you need to make the Feir Dal Fletching Kit first, and yes you do need to be a wood elf to make the kit. However I'm not sure if you need to be a wood elf to make the arrows.

this can only be made by a wood Elf if you are not a wood elf that is the problem if you are a wood elf then it could be a bug or something
