I wasn't sure about the race/class/religion restrictions for making these so I Gave it a shot. Obviously you need to be a Karana worshipper. But it looks like there is no race or class restriction. As a halfling druid I was able to make every sub-component including the Surefall Fletching Kit, and obviously the Steel Guardian Arrows themselves. This is important as while there are a number of annoying sub-combines to make, every component needed for making these arrows IS vendor-purchaseable, making this a convenient path for any Karana-worshipper to max out FLETCHING.

Before trying to narrow the steps (movement) I needed to take to go through this
I received the Mark, made the Kit, went back and bought Steel from Qaelin and did all my work in PoK.
Save time, once you have constructed your Kit everything you need is in Surefall Glade.
- Steel - Qaelin, near Sureshot
- Molds - Jarse, near Sureshot
- Nocks - Jarse and Qaelin
- Water - Grathin (PARCELS & General), circle around the right of the banker.
- Forge - by the door, in the room with Dannos (Banker)
It is convenient that Large Bricks stack to 10 and Small Bricks stack to 20
since you only need those amounts for a run of 20 combines / 200 arrows,
or multiples thereof.
- Bowgen - Human Earthguard of Karana
