So long as you have rank 1 of your progressive spell/ability memorized, it looks like Duality of Life and Duality of Decay both do the same thing as saying "remember" to the spell vendor in Tranquility, Warlowe Rida -- whether you click one of your items, or you talk to Warlowe, your progressive spell level is raised to match your current progression.
For example, I waited until I had group progression done through Decay, then talked to Warlowe, and she bumped my progressive spell rank from 1 to 3 without having to click either of my Duality clickies. So I guess I can destroy my two clickies. On another character, I clicked Duality of Life, and that also bumped my progressive spell rank from 1 straight to 3. Duality of Life was expended, and I have Duality of Decay left over which I assume I can just destroy.

Warlowe Rida in the Plane of Tranquility sells a variety of Dichotomic spell scrolls and tomes, one for each class.
You start with the rank 1 of the scroll you just bought. You get access to higher ranks (up to 6) by right-clicking the rewards from various achievements : Rank 2 is obtained by right-clicking Duality of Life, the reward for the Champion of Sul Vius: Demiplane of Life (Group) achievement. Rank 3 is obtained by right-clicking Duality of Decay, the reward for the Champion of Sul Vius: Demiplane of Decay (Group) achievement. Rank 4 is obtained by right-clicking Quintessence of Health, the reward for the Champion of the Plane of Health (Raid) achievement. Rank 5 is obtained by right-clicking Quintessence of Decay, the reward for the Champion of the Crypt of Decay (Raid) achievement. Rank 6 is obtained by right-clicking Synthesis of Sul, the reward for the Mirrorbreaker (Raid) achievement. Rank 6 is about 25% more powerful than rank 1.
