I'm not sure but I think these drop mostly on the north side of the zone. Upon doing the entire Hunter for this zone I had very few of these, but upon reflection found that I spent 80% of my killing on the south side.

Did they drop from any particular NPC or did it is seem random?

I collected the entire collection from random mobs in the northeast section of the zone around the area Shockstone spawns. Examples of mobs that dropped the items were: a butte armor, a duende diplomat, a crag armor. a living rampart, etc. I didn't try the northwest section so I can't confirm if they drop there.

It drops on the northwest side as well. I just had a Tiny Multicolored Pod drop on a Breeze Mephit right near Plane of Smoke.
