I was wondering what I was missing.
It turns out he is needed, but not by anybody doing PoP progression now.
Since the death of A Mystical Arbitor of Earth spawns A Planar Projection that grants you formal access to the council,
it would be nice if Muzzrap could detect your flag and be made to say something like...
Muzzrap Dirtdigger says 'I see you do not possess the Crystal I seek. But no matter, the dust of battle on you tells of your actions, you have found your entrance to the stronghold. So if you don't mind I'll just wait here for more sensible travelers that will heed my warnings.'
Anyway, now I can gladly ignore this gnome in favor of my pocket-cleric gnome. =)

Convert Your Earth-Infused Crystal

This quest was introduced in April 2003 for purposes of converting old "Plane of Earth B" keys (the item named "Earth-Infused Crystal") into regular (itemless) character flags. (The "Earth-Infused Crystal" is no longer obtainable in game. Instead, "A Planar Projection" spawns after the Mystical Arbiter of Earth's death and dispenses conventional character flags.)
Up to six players can be flagged via a single "Earth-Infused Crystal" (must be grouped with the player who has the item). Muzzrap Dirtdigger is a Gnome found in the Plane of Tranquility at /loc -1360, 2225, -714 (outside the portal to the Plane of Earth). You say, 'Hail, Muzzrap Dirtdigger' Muzzrap Dirtdigger says 'Hi there _____, what brings you to these parts? You wouldn't be attempting to enter the Plane of Earth I hope, it is quite dangerous in there. I have heard of mortals attempting to [seek council with the Rathe] and I would say this is a very bad idea.' You say, 'Oh yes, I seek council with the Rathe!' Muzzrap Dirtdigger says 'Are you crazy? Perhaps you didn't hear what I just said about how dangerous it is. Nevertheless, is is your choice and I cannot stop you. If you are going to attempt to gain access to the council and have already [obtained the necessary key] to their chamber I might be able to help. Many have told me that the force that seals the Rathe away is everchanging. You say, 'Have I obtained the necessary key?' If you do NOT have an "Earth-Infused Crystal" on you, you see: Muzzrap Dirtdigger says 'Well it seems that you do not possess the Earth Infused Crystal on your key ring or your person so I have nothing further to discuss with you.' If you have an "Earth-Infused Crystal" on you, you see: ??? You (and whoever else is grouped with you) now have the proper flag for Plane of Earth B (AKA Ragrax, Stronghold of the Twelve). | ||||||||||||||||||||||||||||||||||||||||||||
