FWIW, in The Other Brother, I was able to find 3 of 4 in the buildings and on the ground around Brother Estle's village. None around Lieut. Rolth.
Confirmed - next run I found all 4 in this area. May be sitting on rocks, or partially hidden under structures.

The tragic remnants of the old lives of West Karana residents Letter to a Loved One Small Etched Portrait Ticket to Odus Ticket to Butcherblock McMannus Family History Weathered Recipe Book Young Girl's Diary Harvest Schedule These are ground spawns in the Ethernere Tainted West Karana heroic adventure instances given by Brother Estle. (You have to progress up to a certain point within the tasks in order for the ground spawns to appear; you'll see an emote indicating their spawn.)
