This is an event in the raid expedition "Temple of Fear's Fall", a special instanced version of North Temple of Veeshan introduced with the Rain of Fear expansion (a permanent raid). Jorlleag hits for a max ~38,000; single-target rampages (does not flurry; does not AE rampage); and is not rooted or leashed (can be pulled anywhere). He has a rear AE, "Tail Swipe" (nukes for 27,000 hp), and AEs "Void Breath" (nukes for 21,000 hp and dispells). Once he reaches 25%, he starts casting a large heal on himself (heal for 35 million hp). This doesn't appear to be on a regular timer, but you will need a fair amount of DPS towards the end of the fight in order to overcome it. Not sure if we were doing something wrong, but he healed himself 7 times on us, not 4.

Okay, having run him again tonight, it looks like the heals don't have a set number--they're just on a timer once you reach a certain HP percentage. Tonight his heals ran from 11 to 26%, then from 13 to 26% and finally from 4 to 19%. We saved a lot of our DPS burning for the post-20% this time, and that seems to have made the difference.
