This task begins with Archon Darianna Althus in the Oceangreen Hills (on the first floor inside the fort). You must have completed all three of Tabron Caulria's quests and both of Sergeant Bronal Cadran's quests before she'll speak to you.
Archon Darianna Althus says 'Greetings ______, you are welcome among us as your actions show you to be a friend of Oceangreen. Even Bronal has spoken well of your efforts, something he is not wont to do for just anyone. The Light of the Truthbringer surely follows your footsteps. But enough with the pleasantries, the spreading plague does not rest, and so our [struggle] must continue.' You say 'What struggle?' Archon Darianna Althus says 'Tabron was rather impressed by your assistance in curing the plague corrupting the beasts across our lands, however I do not share in his desire for peaceful resolution. Mithaniel Marr demands this evil taint's destruction, and destroy it we will! The time has come to take the offensive! Are you [willing to serve] Mithaniel Marr and bring the burning sword of truth against the followers of Bertoxxulous?' You say 'I am willing to serve.' Archon Darianna Althus says 'Excellent! Though the courage of Mitahniel Marr flows through you, I fear this will not be enough. I implore you to see assistance in this crusade as your task will not be easy. If you are interested ______, I may have [other work] for you as well.' You say, 'What other work?' A task window pops up. Select "Plague from Above." You have been assigned the task 'Plague From Above.' The fortress is under an almost constant barrage of dead bodies launched from the catapults in the forest. The clerics and acolytes within cannot hope to contain the disease now running rampant if the flinging of these plague-ridden bombs is not stopped. Search the forest and destroy the catapults. Return to Archon Althus when you have completed your task. Destroy the zombie catapults outside the fortress. 0/3 (Oceangreen Hills) The catapults are surrounded by numerous zombie bombardiers which will aggro any attacks on the catapults. Report back to Archon Althus once all catapults have been destroyed. 0/1 (Oceangreen Hills) You say, 'Hail Archon Darianna Althus' Archon Darianna Althus is quite pleased with your assistance against the plague overrunning the hills. She looks forward to the day when they rid the lands of this horrible infection. Your faction standing with Bayle's Irregulars got better. I used a charmed mob, seems it works if they hit it too. I charmed a skeleton placed it 50 feet away, targeted the catapult, and ran by the mobs. They all followed, and I circled back to tell the charmed mob to attack. It killed the catapult while I kited the mobs.
I tried twice dotting it with my 85 SK and running around on my mount waiting for it to die and did not get an update. Third time I dotted it then ran up and hit it a couple of times and got the update when it finally died. So you definitely have to hit it. So unless it was possible in the past, dotting and feigning death no longer works.

Not sure the exact level required to obtain the quest, but know it's under 80. Just finished this one with my wizard at 79.

Have all done except this task and it only gives 'Thinning The Rank'.
Have done 'Thinning The Rank' twice now and still no joy.
I am ally and have all other pieces for Bayle's Heraldic Crest.

Ok, so I have done every quest on my 2 toons but this one. My Drood is 82 and has the same exact faction as me as I have boxed all of the quests. My main, 85 Chanter can get this quest with no problem, but the Drood can not. all she gets is Thinning the Ranks. I do not get a pop up box to select the one that I want, it just gives it to her automatically. And she has already completed "Thinning the Ranks".

This doesn't work for necros, for some reason. You have to hit it, with a pet. I normally park the good one, make an 83 pet up, send pet, cast two dots and feign. Bam. dead catapult..and dead pet..and the update. If no pet.. no update.
Im an SK so all i did was dot and FD till it was destroyed. GL

Just finished this quest on December 3, 2009 as a solo cleric.
Took the necro strategy and applied it to myself :P
Used my lvl 54 Hammer pet... Sent him in, he agro'd the whole camp, then I took off running. Made a big enough circle to come back and recast pet on the catapult (so that he wouldn't die like he did from initial agro). Ran the same path yet again and stopped at the catapult -with enough time to spare- and cast Reprehend Rk II. I did this 5-6 times for each update. (7091 damage did 19% to the catapult so I'm roughly estimating the "hp" of each one at ~35k)
Quite simple, but I would warn others in the zone that you are making a huge train first... because you will get tons of agro. When update was complete, I just ran to void zone.. Rinse, repeat.

On a recent attempt to do this quest again, the zombies AGGROED when the catapult was hit by range attack.
Not sure when this change was made, but it is probably how the task was originally intended. Please remove the "but can be ranged down from a distance without much problem." line from quest detail.

Despite this, it's still easy. Have someone range attack the catapult to agro all the zombies and run off (FDer preferred), then the rest of the group can kill the catapult. Once catapult is destroyed, the one being chased can FD them off (or zone / gate / whatever). Rinse and repeat.
Soloed this as a mage, used a bolt on the catapult from long distance, ran around the zombies as they came at me to get close to the catapult, sent in pet, and kited the zombies around until pet finished the catapult off. Gated and ran back.
Zombies move fairly quick (for dead people) so make sure to have some form of SoW or a fast mount to keep away.

Confirmed, DoT's and Nukes work from Shaman, no need for pets. Also if you run off far enough along the zone edge without attracting any adds the zombies lose aggro and go back to camp. Rinse, repeat. The catapult hp regen time is very long, greater than 5 min at least so longish pauses between strikes is fine.

confirmed cant just dot, must send in pet to hit it to get credit. was able to fd my pet each time after it hit once.

Solo Necros: Hit with a bit DoT-FD and repeat. Just keep your finger on your FD hot button

Update on Solo Necro strategy--I had to actually hit the catapult physically once or I would not get the update. I sent in a pet to hit it. Pet died, and then I used the strategy above. The task updated as it should.

it seems to be recommended that U use a nuke and take dots only the help getting these catapults down.
I was able to request "thinning the ranks" immediately after requesting this quest... did the stuff and one hail finished them both.
another note, you can range down the catapults without aggro from the zombies, I just dotted them, but one did not update. I don't hit that one with my boastful bellow AA direct damage, dunno if that mattered, but I did on the other 3.

(Note that Archon Darianna Althus wouldn't talk to me until I'd completed all three of Tabron's quests and both of Sergeant Bronal's quests. I don't know if both of Bronal's quests are prerequisites, but all three of Tabron's are.)
