Rylin Coil may be found at the bottom of the waterfall, at +1470, -190, -104.
You say, 'Hail, Rylin Coil' Rylin Coil says 'Yikes! Don't startle a fellow like that! Have you come to peruse my fine wares or are you looking to be taught the arts of [tinkering mastery]?' You say, 'Tinkering mastery.' Rylin Coil says 'Very good. We gnomes should all learn this fine art. Those that do not, I am not sure if I should even call them a gnome!' You have been assigned the task 'Tinkering Mastery 1'. Create 1 Stalking Probe using tradeskills - ALL In a toolbox, combine 1 Bottle, 1 Firewater, 1 Metal Rod and 2 Gears (trivial 102). Deliver 1 Stalking Probe to Rylin Coil - Ak'Anon Make sure you have three free spots in your inventory, then hand in the probe. You have shown Rylin Coil your work. Rylin Coil says 'That looks very good! Here are the books you will need to learn Tinkering Mastery.' You receive Mastering Tinkering Mastery I, Mastering Tinkering Mastery II, and Mastering Tinkering Mastery III. Clicking the first will consume 3 AA points and grant you Tinkering Mastery I; clicking the second will consume 6 points and grant Tinkering Mastery II; clicking the third will consume 9 points and grant Tinkering Mastery III. | ||||||||||||||||||||||||||||||||||||||

After completing this today on Mischief, he did not give me any books despite the message indicating he did. I hailed him again after completing the task and then received the books.

Just did this. No hail. the reward window popped up, claimed the books.
Make sure you are a gold account before clicking the books or it will not work
I think so long as you have the available AA it would not matter what the account status is.
Maybe a Silver or F2P account could chime in and let us know.

you do need gold. as a silver ftp with 230 aa banked, i completed quest. accepted reward. all 3 books in my inventory. i clicked the first book. yellow text i have learned the art of tinkering mastery. click the second book, but it says you must have tinkering mastery 1 to use this book. super awkward. use find, make sure the book isn't randomly somewhere else. check my itemoverflow. check a merchant on the recover tab. use find again. click books 2 and 3 again. /rage
camp, come back in. check it all again. nothing. book 1 is still missing, but i can't click book 2. i have book 2 and 3 in my inventory. my quest history shows i completed the quest. run back to the quest gnome. hail him, he gives me the first book again and chastises me about he can't be handing out books to anyone that asks. i click book 1. yellow text about how awesome i'm getting at tinkering. attempt to click book 2, denied. same message as earlier. hail the quest gnome, gives me another copy of the first book and ratchets up the volume about not wasting his time losing books.
return to the guild hall. demand a krono from the designated krono gnome. click it. rejoice in the power. click book 1 AGAIN. now, instead of a yellow message that reads "You have learned the art of Tinkering Mastery." i get 2 lines of yellow messages, the first of which reads "You have gained the ability "Tinkering Mastery" at a cost of 3 ability points." and the next line w/ the familiar, yet sometimes a complete lie, "You have learned the art of Tinkering Mastery."

Did not check it in GoD, but it is live in OoW on lockjaw. Can get the books and spend the AA.

I was able to do this quest on Phinny in DoN. You might be able to do it as early as level 60 (luclin). Maybe Agnarr can confirm when Luclin launches ?

Kinda weird it isn't on the aa tab I was wondering why I failing some 510 combines so much and it was because I didn't have tinkering aa's.

have had a tinker for years. never knew about this.
After 21 years of extremely casual playing, I have just made a Gnome on AB, with the intention of following a Tinkering career. I am very disappointed to read of the comparatively high levels required before attempting some aspects of this TS, as I have read that you can begin at level 16 and even reach trivial 300 at that level. Never mind; I have found your comments very helpful and encouraging, thank you.
July 14, 2009: On the way to Ak Anon I stopped and picked up the 5 parts I needed for the Stalking Probe (Firewater, Bottle, Metal Rod, and Gears x2). Found the guy hidden behind a contraption at around +1500 -200. Hailed him and got the simple task of making the probe. Did my combine, handed it in, and POOF, all 3 books appeared in my inventory. I clicked on the first one "Mastering Tinkering Mastery", and it automatically drained 3 AAs and gave me level 1 of 3 in a new skill "Tinkering Matery". I tried clicking the second book, but I only had 4 AAs banked and it said I needed 6, even though the AA itself shows that the cost is still 3. In any case, it all worked fine... very fast and easy. I guess I'll go get more AAs now =P

He actually sells everything you need to make the stalking probe, that includes everything for the firewater combine.
Two notes:
1) This seems to be level based, I did the quest at level 60 and only got the first two tomes, and
2) Although this skill shows up in the Alternate Advancement Window, one can not promote it from there.

I don't know what the bug is with him only giving you two books, but it's not about your level. Anyway, just hail him again and he'll hand you the third book.
Patch message of April 17, 2008 says this bug is fixed, "- Rylin Coil will now show and give all three tinkering mastery books for the tinkering mastery quest."
It appears this quest is bugged again. I have a skill of 300 and am level 57 but he tells me he has nothing for somebody with my abilities when I try to get the books from him.

The other mastery AA requires level 59, this probably also does as well.
