At lower faction than Ally to Wraithguard Leadership...
You say, 'Hail, Wraithguard Heimgul' Wraithguard Heimgul says 'Welcome little one. You'd best keep your distance. I can only permit those [authorized] to enter here. You'll need to speak with the commander if you want any hope of getting past me.' You say, 'authorized?' Wraithguard Heimgul says 'Speak to the commander, only those who prove their worth in battle will receive authorization to pass.' Once Allied... You say, 'Hail, Wraithguard Heimgul' Wraithguard Heimgul says 'Hah! Looks like you've got the commander's seal of approval. I should just let you pass but, well you see, this post here doesn't have the best of pay. I think I deserve a little [something] for letting someone as small as you through.' You say, 'something?' Wraithguard Heimgul says 'Hmm I think about three of those Marks of Rallos Zek would do it. Bring them to me and I'll let you pass.' If you try and get to Fergarin without doing this quest you get the emote: Heimgul suddenly appears behind you, grabs you by the neck and throws you from the room. On handing in the 3 marks of rallos zek (drop off multiple trash and named mobs in Frostcrypt) you get the message: Wraithguard Heimgul says, Ok you go in now. You be nice or Heimgul hurt you. You are now flagged to pass Heimgul (no need to repeat the quest) and may reach Fergarin, a Wraithguard quest NPC in the backroom, integral to progression to the Frostcrypt raids. | ||||||||||||||||||||||||||||||||||||||||||||||||

Of course the main reward is to get in so as to be able to interface with Fergarin Bardon I, but just as a footnote, not listed or mentioned: you do get a small amount of exp. for the turn in.

do you have to have a certain level of faction to complete this? im guessing, because whenever i hand in all 3 marks, nothing happens. EDIT: faction is apprehensive
also whenever i hail him i get the old, your breath smells like something died, line

I forget how high you need for him before he responds properly.

If you try and get to Fergarin without doing this quest you get the emote :

Do you have to give him 3 Marks every time you want to get past him to to get each quest or after the first time you give him three your good to pass from now on?
from what i've seen you only need to do it once, once your WL faction is at ally. It seems to be an oldschool hand in + text only quest, No quest journal or task involved.
I don't think it is a task, he jsut asks for 3 marks of rallos zek to let ya pass.
Life needs more cowbell.
