/say "Climb" and your zoned into Ruins of Illsalin on top of a ledge. We IUV and group invise and dropped off the ledge and swim over to the Mission guy "Vorgannoth" and killed the Drowned Drachinid here. Upon killing them you recieve Drachnid Spirit on your cursor.
Combine and give to Hourglass

Find Hourglass in Undershore.
You say, 'Hail, Hourglass' Hourglass says '(Your Race)! Last time I saw one of your kind you were twitching on a web in the Hive. Now I feed only on rats and careless basilisks that wander from their herd. Such it is to be an [exile].' You say, 'An exile?' Hourglass says 'Sendaii the Hive Queen has grown careless and refuses to take action in our war against Emperor Draygun! I spoke up against her leadership and was cast out of the Hive within the hour. How bitter the blood of vermin tastes! It has clouded my mind and made me weak. Perhaps you [have the strength] to do what needs to be done?' You say, 'I have the strength' Hourglass says 'Excellent! Come closer and we can discuss this further. I have prepared a web for you to [climb] into Illsalin.' A mission window opens with two missions. One of them is "Dredged Drachnids." During the fall of Illsalin, many drachnids poured into the city to engulf the outnumbered shiliskin. Shortly before Draygun unleashed the curse of Shadowspine to doom both sides to undeath, the shiliskin defenders retreated into the nobles' palace and destroyed the main access bridge as the drachnids swarmed across. Hundreds of drachnids drowned in the waters there. In recent years, Lich Emperor Draygun has dredged these drachnid corpses from the waters of Illsalin and animated them as undead. Queen Sendaii refuses to take counter measures to punish Draygun for this insult! Journey to Illsalin and destroy the bodies of the dredged drachnids so that their spirits may go free. Take Hourglass's Voodoo Skull, it will attract and contain the spirits of the drowned drachnid as you free them for their reanimated remains. Return to Hourglass when the skull shimmers with drachnid spirits.
