i have the silk and the gem's but i was told that i must have Ally faction in SS to turn em in.... is that right? since on the quest page dosent say anything about what kind of faction is required to do this quest

You say, 'Hail, Elaend Fe`Dhar' Elaend Fe`Dhar says 'Greetings to you. I seek one who calls himself a wizard. What do you call yourself, manling?' You say, 'I am a wizard' Elaend Fe`Dhar says 'Excellent. Are you sure enough of your skills to undertake my tasks? If not, get out of my sight!' You say, 'My skills are enough to undertake your tasks' Elaend Fe`Dhar says 'I thought so. One should never back down from a challenge. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots.' You say, 'What gloves?' Elaend Fe`Dhar says 'For this fine pair of gloves you must seek out and return to me three crushed topaz as well as a pair of tattered silk gloves' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

Far as I know, you need to be max ally. You can test by running allllll the way up Skyshrine to the handin guys and hailing him. If you can follow the text through, I believe you can do the handin.
