Asteinnon Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Asteinnon Fe`Dhar' Asteinnon Fe`Dhar speaks in a deep tone, 'Greetings. I wish to speak only to a shaman, so I might aid them with protection from the world in the form of armor.' You say, 'What armor?' Asteinnon Fe`Dhar says 'For you I shall make a coif, breastplate, sleeves, bracers, gauntlets, leggings, and boots. Each piece is a quest unto itself. To seek the components, you must search the lands for them and test the power of the spirit within.' You say, 'What boots?' Asteinnon Fe`Dhar says 'These boots will help you in your never-ending quest. I shall grant them upon receipt of a pair of unadorned chain boots and three crushed flame emeralds.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned chain armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

ok i recently got legs boots arms and guants....must i have ally faction to do quest, and where the hellis asteinnon. no map at eqatlas

You must be allied with the Claws of Veeshan to do pretty much all of the quests in Skyshrine.
Asteinnon is in a room immediately after the Skyshrine maze. EQMaps has a good set of maps to the various levels of SkyShrine (including the maze, which teleports you from point to point until you are completely turned around if you don't know the way through it).
I just got a pair of Unadorned Chain Boots last night, so I will be upgrading my Thurg boots once I pick up the gems I need.

Temple of Veeshun is a high lvl dungon with dragons and other flying creatures... for the Tov gear you have to go to ToV and loot cloth, chain, or plate armor depending on your class and do the quest for the ToV gear... it is really quite hard and would not suggest doing ToV to anyone without a couple of high lvl groups unless you have a well rounded group and you could prolly do the frist room rather well.
oh yeah.. the cloth, chain and plate armor are pretty rare and since you are most likly going to go with a large, high lvl guild... don't expect to get anyting

Where do you get unadorned boots? Are these a smithed item?
All the unadorned armor is TOV drop. In the area that doesn't faction hit
