Ocoenydd Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Ocoenydd Fe`Dhar' Ocoenydd Fe`Dhar says 'Greetings to you. I seek those who call themselves magicians. Are you a magician, little one?' You say, 'I am a magician' Ocoenydd Fe`Dhar says 'I thought so. I have several tasks for you accomplish. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.' You say, 'What cap?' Ocoenydd Fe`Dhar says 'For you to receive my gift, I shall require three crushed flame opals and a tattered silk turban.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back. Ocoenydd Fe`Dhar says 'Excellent! I had not thought that one such as you would be able to complete such a task. Now I will hold up my end of the bargain. Here is the armor that I promised I would fashion for you upon returning these items to me. Wear it with pride!' Your faction standing with Claws of Veeshan could not possibly get any better. Your faction standing with Yelinak got better. Your faction standing with Kromzek could not possibly get any worse. You gain experience!! | ||||||||||||||||||||||||||||||||||

What Faction do you need to complete this quest?
all the SS armor drops in ToV's Halls of Testing (HoT) which is the east hall, everyone is kos here but no faction is taken for killing mobs, where as West ToV is meant for Giant faction, thats where their armor drops at.

What are you Talkin about SS armor? What does that include cause i heard for the quest listed on this page that the tattered silk armor that you need drops in Temple of Veeshan am i correct or do i need someone to help cause a high lv magican told me this information and your also a conjurer so i figure id ask. And the 3 other things you need drop by velious lv 50+ zones.
SS stands for Skyshrine. There are 3 kinds of Velious Armor. Thurgadin, Skyshrine, and Kael Drakkel.
You are right, you need tattered silk from the Halls of Testing inside the Temple of Veeshan for this quest.
