This armor piece does drop in HoT in ToV. Not frequent but it is for ss quest...

Umykith Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Umykith Fe`Dhar' Umykith Fe`Dhar says 'Hail! What news and stories have you from the New World? Perhaps if you are a bard you can spin me stories of those lands. Oh, I forget my manners. We shall exchange talk another time. You seek something, do you not? A new outfit perhaps?' You say, 'I seek a new outfit' Umykith Fe`Dhar says 'Well, then, I have just what you need. Now, my terms of payment are thus, you gather some things for me and in return I shall craft you the finest armor a bard has ever seen! A new outfit comprised of a helm, breastplate, armplates, bracers, gauntlets, greaves, and boots shall make you the envy of your peers, my little friend.' You say, 'What armplates?' Umykith Fe`Dhar says 'A gorgeous pair of armplates shall be yours once you have retrieved a set of three flawed emeralds and a pair of unadorned plate vambraces. The detail and craftsmanship are stunning!' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned plate armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

there are 3 wings in Tov on for quest ( with only quest givers ) one for kill ( where most of the raids are and where kael quest armor drops ) and one with named mobs ( where skyshrine armor drops and its the way to plane of mishief )

The armor for this is dropped in Temple of Veeshan. A very high lvl zone that was just "improved" by verant so that the zonein area now drops less of this armor. Been there with 3+ groups of lvl 60s and it was still very hard. So this armor is going to be kinda rare:)

i think you are thinking of ancient armor, not unadorned. many ppl have already confirmed ancient armor drops in ToV. ancient armor is for giant/kael quests. never been to ToV but it doesn't make any sense why SS npc's would give you a quest that will make you kill their own kind. someone please post more info on where the unadorned armor drops. thank you.

Drops in ToV Hall of Testing, killing the mobs here doesnt hurt your CoV faction which is needed for SS armour. Killing giants improves if you need to raise.

the stats between kael armor and ss armor varies also, kael generally hasn better ac and ss generally has better stats

These armor quests seem identical so that all players have a shot at some kind of equivalent armor no matter what ally you choose in Velious. If you side with the Giants, you do Kael, if you want to be a dragon go, you do the Skyshrine quests, if you're more inclined toward the dwarfs, you do Thurgadin. And if you just want to whack things, you hunt in the Plane of Growth.
