Named do not spawn so don't bother trying to get this achievement until it's fixed. First report I see on Daybreak forums is 8-19-22.
This bug happened because Daybreak wanted to stop AFK farmers and nerfed respawns in the instances. Now nameds can no longer spawn when the instance is created and there are no respawns. This affects all Ruined City of Dranik sewers and catacombs named. It possibly nerfed all instance nameds in GoD/OoW.
