Unless i am mistaken this guy gives a quest for a One charge horse

you say to him

I sense a deep pain within you, ghost. Is there some way i might assist you so that you may find rest eternal (you can skip this part)

then you say to him I will perform any task that will cleanse this place

after that you say I will take it to the knights of truth

he should at this point have given you 2 items a saddle (no rent lore no drop) and insignia of the burning dead

take to saddle to a guy in the pally guild of freeport (should say name after you say last part)

the horse isnt great but its nice for low lvl looking for horse ; )

I've been campnig Gynok with a druid friend and I had never seen the foreman in most of the time I was there, but one day I heard hmi shouting and went to see what exactly he was. I killed him and Ariam spawned and after me and mah drood spent like 10 mins feeding him random phrases I finally said the right one. Tel him "What about the burning dead" and hell give you a horse. Seriously. I amlost crapped my pants when i saw the bridle. Cept the bridle only has one charge and its no rent. Call a "Ghostly Bridal" I thnik. It summons a white horse that was slower than sow. I had fun with it though.

I presume he is for a quest - he spawns after the Skeleton Foreman is killed and is amiable to me. He answers a hail by saying something about thanks for freeing him, but he's not long for here.
Must be a new quest in the making, but I can't work it out yet - probably starts outside Befallen.
