As any of the rockhoppers in the zone, this one can have any rockhopper hide too, meaning:
damaged, low-medium-high quality, superb, flawless
The clue with them is .. noone will hunt them for the hides, as he, as well as the other "special" rockhoppers, are very rare and just for the twilight armor parts. The one or the other hide at them is just an additional bonus ..

I've been looking all day for this for the Hope Emerald and can't seem to find him. Only an "Enraged Rockhopper". Any help?
Might not be very up to date .. but...
Any special mob in Scarlet, as well as in DP can appear ANY time instead of ANY mob of same kind ... one just has to wait ...

True is that the raging rockhopper in SC drops the Hope Emerald. Not true is that the Emerald is used in the TS Cleric boots
