Heya Freawine! - Normally with the Twilight Armour quests, you need to be killing a significant amount of the lesser type of same mob. In this case, go postal on Shik Nars in Mons Letalis and eventually it will spawn. Best off to have a tracker to help you when he does. ML has only a couple of spots that dont have horrendous amounts of adds, so this guy is trickier than most to get.
