No, you don't have to speak gnome.
Gearo is the second half of the Staeon's Deliveries quest. Staeon is in Shadow Haven, you get tailoring supplies from him, give them to Gearo, get some gems from Gearo, give them back to Staeon. Lather, rinse, repeat. This gives you faction with four big Shadowhaven factions.
Until I did this quest, the shammy trainer in Shadowhaven wouldn't speak to me. (He claimed he didn't speak to barbarians, even though he was a barbarian, LMAO.) A few round trips between Staeon and Gearo, and I can train in Shadowhaven and buy supplies from most of the vendors, including the short and stout group in the corner.

When you hailed him, perhaps you have to be speaking in Gnome. Just a guess sides what're ya gunna loose?

He's standing at -500, -170 in a corner. That's straight ahead when coming from Shadow Haven.

I hailed him and he gave no response...not sure what he is there for. So i brought my shammy friend along and we killed him.
He only max hit for bout 120 and was pure melee. He dropped a "necklace of gears" lore no drop no stats..wierd.
