He appears to run from the north side of the zone until he gets to the entrance of the ry`gorr fort then disappears and will keep re-spawning until he is killed then will stay down for a quite a while before he respawns, I'm guessing several hours based on info posted below.

I was running from the ruins camp down to RyGorr Keep. That meens I was coming in north of the keep when I suddenly saw this guy running. He was db to me, even I am 38 druid, so I m sure hes not lvl 25. Got the Invasion Plans off of him, and some few coins.
Maybe this will help the ones that are actually looking for him, because I wasnt. He simply just was there in front of me.

i was Camping the ry'gorr fort with my necro the other day when this guy attacked me, my pet took it out np and i lotted a scroll. Who do i turn it into and what or might i have a chance to get.
The Rygorr Invasion plans are part of the Coldain ring quest (part 5, the Obsidian Ring). Information can be found here:

In my travels across this zone over the last 20 levels, I have come to hunt this beast on many occasions, and enjoy the chase of each hunt.
His spawn rate seems to be about once per every four hours or so. I am sure he confirs with the orcs of the former Coldain settlement (now more well-known to most hunters as the Prison Area) He then races, yes races as fast as his legs will carry him at nearly the speed of the wolf, on a beeline course to the Chief of the Ry'Gorr. Once there, I know not what they discuss, for I do not speak their language, but he once confering with the chief, I do not see him further.
He tends to be high aggro and is usually met by those people fighting at the orc fort, for his path leads him right past the large trr in front of the camp. He also tends to die there, for at level 25, he does not easily defeat the orc hunters.
Ahh, the loot you ask. Each time he makes his trip, he is carrying the valuable Ry'Gorr Orc plans. These plans can be sold for a quick 100pp, or can be turned into the Dwarf chief as part of the Scar'bourgh quest. Sometimes he will sport a velium weapon, sometimes not. He will always have a few coins, but clearly the plans that he carries is worth far more than any coin he may have on him. He does not drop any special orb -- the orb is sometimes found when the plans are turned in, but never on the Ry'Gorr Messanger himself.
I hope that this clears up some of the questions around this chap, and help you to hunt this fould beast of the lands

When you hand in the plans ....where does Scarbrow spawn? In the fort or out near the look out?

Where does the messenger spawn? I've been over here for a few days and I haven't seen it yet. I want to get 3-4 plans so I have a shot at the orb. But dont know where he is, or where to look.

this guy only drops the Ry'Gorr invasion plans. Never seen him drop any armor ...

this guy drops an item called Rygorr invasion plans, anyone got any idea of what they are for?i sure as heck dont

I don't know what it is for, but people have offered me up to 200pp for them, must be a really good quest, they said you have to kill a lvl 49mob so i gave up begging about it

Give the invasion plans to a coldain lookout to spawn Scarbrow and a number of oracles and invaders. You also get faction and exp.

Yes, and Scarbrow has the Frozen Orb (http://eqdb.allakhazam.com/item.html?item=4365) as a rare drop, nice item for casters.
