This mob is Level 114. It has four PHs in and around the ruins in the far southeastern corner of the zone - all are "a Fereth procurator" (three static outside the ruins and a roamer inside it). This is not a nice area of the zone.
It cast "Gale of Atrebe" a few seconds after aggro and then again 35 seconds later. It cast "Gust of Atrebe" 12 seconds after aggro and then again every 18 seconds. These spells are avoidable if you have the Essence of the Dragon flag from Empires of Kunark. These are both frontal directional AEs, and while this mob didn't live long enough to pick up a real pattern, for "Gust of Atrebe", it seemed like it was turning to cast it... maybe towards the first player to aggro it (not sure)? ("Gale of Atrebe" landed in the direction of the tank.)
It cast "Lacerator's Recovery" 14 seconds after aggro and did not live long enough to see a second cast (meaning at least a 45-second recast timer).
