as stated by SealieBooth, these pop during the fight with the 4 captains. The Captains HP lock while add is still alive. It took me 12 missions before I got this particular step ( an hour+ just getting task and dropping it over and over). at 105, captains con red and hit for nearly 20k. these reavers hit for 15k. I could not handle it alone ( I tried) called in help and after killing the 4 captains with the 12 adds I ended up with no reports. Have to keep trying )

Edit: almost 3 hours later. got so many tasks and quit I lost count. only 2 more with captains. so total time 4 hours. captains killed : 12 and adds killed : 36. So far picked up 1 burnt excavation report. will keep track. I need a bunch
