If you were on the middle section (arms) of the zone, standing at Felsalath's camp, or Interrorgator Galectes camp, if you were to hop over the ledge right there towards the belly, you would be standing about where this named spawns. He can be anywhere from the 15 some mobs that spawn over here, but for me he was one of the roamers that pathed in the more open areas here.

Pretty easy kill, dropped the Hood and nothing else.

Spawned very close to -880 , -970, -406 in the eastern part of the inner belly. PH respawned as "a Blade Regulant of Erillion." Dropped a Minor Alaran Cantrip in addition to items already listed.
