I found "a master soldier" up in Underquarry, in the southernmost-center cave of the cliknar caves in this zone, at approximately in-game /loc: -730, -950, -490

It dropped:

Shield of the Vanquished (already listed)
Celestrium Encrusted Phalangeal Clay (T7 hands clay)

Spawned from the first ant type cliknar you encounter heading down the east tunnel from goralfs area. a cliknar war drone is ph.

Also drops Shield of the Vanquished https://everquest.allakhazam.com/db/item.html?item=86630. Found him in the center part of the "ants" area in Underquarry near -335, -790, -466
