He is near the loyalist vendor by one of the bridges in POK. Same general area as the Cresent Reach stone.
Talk about stupid. Why bother putting a required level on it below what the merchant will sell at. If it won't sell until the person is 65, then why put a required 59 on it? Sony still up to their usual crackheadedness.
This merchant and keefe stearns, will only show items based upon you level that you are eligible to purchase based upon the recommended level of the item.(i.e. my level 49 ranger was able to purchase items recommended for level 50, the elegant summonner's earring was available for my level 76 necro but unavailable for my level 72 mage)

The vendor will not sell me intricate at level 48 even though I can equip it then. Does anyone know the level at which it'll sell to me? Thanks.
The rule for all these items is 5 levels below the recommended.
So if the item has a recommended level of 70, it will allow you to buy it at 65.

I believe it would be level 66 (not 65).
My BL is 75 and I still can't see the "Elegant" items yet, but expect to see them next level at 76.
