I saw this namer about 3 times in a hour ish. He spawns often. We were pulling the 3x ph's every time they poped. He dropped the war only weapon once, and the cloak twice.
Does it have sepcific Ph's or is it zone wide spawn from any feran?
Figured it out myself....spawns off of ferans. It isnt really to tough...although it casts a spell (randomly/single target) called Mind Shiv that does 9.2k dmg.

When leaving the building area out to the open area, there are 3 ferans. 2 just outside wandering and one wandering just inside. Any of those 3 are the PHs.

Today on 11/26/08 we killed this mob and he Dropped Mindrend a 38dmg 24dly 1hs wep war usable only with about 710hp with a chaotic strike proc on it and a Phased Eternal Luminessence (chest)

Recent patch has changed the weapon from 38 damage 24 delay too..
45 damage 10 Corruption damage 24 delay.
Brings it up to nearly power infused steam cleaver status in agro generation.
