AFK camp at 2880, 640 worked a treat. The Outcast was killed seveal times on an overnight stint, plus loads of other random stuff.
As a bonus, from the log I saw that I also got the Guardian of the Glade, Gray Wolf Stalker and the Brown Bear Denmother at this spot, though these three are quite common anyway. Spark also came by this location when I checked in, though it didn't agro.

The Blackburrow Outcast is known to spawn as a roamer in the western part of the zone, south of the lake, around 2880, 640 (PH "a Blackburrow reaver" -- click for map image).

a lvl 75 ranger with a merc and a lvl 81 bst duoed him and killed it with the named snake slithern right next to us and dropped a staff the snake dropped some caster glooves.

This spawns at approx. 2880,640 (west side about half way through the zone). Placeholder is "a Blackburrow reaver".
His max hit on a level 81 warrior in mostly Anguish gear - buffed to 20254 HP and 3270 AC was 1948. Most common hit was 374.
set up my camp at 3300, 1030 (just south of the little house on the lake). From there, it's easy to pull at least 3 named/ph spawns. "Gray Wolf Stalker" and "Guardian of the Grove" both seemed to share a PH of "a gray wolf", which spawned around 2655, 900. The PH "a gray wolf" did *not* con as relatively weak, was dark blue to 81 and red to 72(so was at least 76).
Blackburrow Outcast spawned at 2880,640 with a PH as "a Blackburrow Reaver".
I was 3-boxing the warrior mentioned above, an 81 cleric and a 72 shaman. I didn't parse at all, so am not sure of the HP or DPS on these mobs, but with my group there was absolutely no worries at all. Everything that I fought at this camp was slowable to "partially successful" using "Cloud of Grummus".
