This mob spawns at -807, -541, 78 on top of platform/structure in the water. South East from the entrance to Veksar. Respawn Timer: 1 to 2 hours

He is some where between 1 hour and 2 hours for a respawn, sorry that's not too accurate. On TLPs I believe you need 60 to open a new pick.
