Have camped the building at the provided location for 8+ hours and have yet to see this Mob spawn. He's the only Mob I need to finish the hunter achievement. I think he must be on vacation..

Found it up in the building at -400, +1490. I'm pretty sure that the 'a steamwork trooper' models are the PH
just dropped a "steamwork faceplate" for us

dropped "Part Sorter's Trinket" which isn't in lucy at this time.
earring has Soulbleeder's Tenacity 2 (duration of detrimental spells 20%)
the Part Sorter also had a DD spell that went off frequently for around 5k to 6k
