NPC is part of the Quest Related to Visiting Priestess

Take the scroll of flayed goblin skin you received from the visiting priestess to Nallar Q`Tentu who is located in Neriak, 3rd Gate. Upstairs in the building with the red wine quest guy. Mostly vendors that sell spells in building. Building is on the way to the Necro/SK Guild Hall.

Say to Nallar Q'Tentu

what about the blue flame?

what about the flayed?

what vengeance?

how to summon?

hand him the skin and the star ruby

I once got spam from him regarding skins, and something of a translation or something. I took a screenshot of the text because /log was off. I had camped this guy for exp from lvl 49-52 and never saw anything like this before. The text was as follows:
Nallar Q`Tentu says "Ahh, well I'll assume that if you could read it you wouldn't be asking these questions. Fortunately for you I do have the ability to read these skins and will do so for only one star ruby. These spirits will often reward those who give them their vengeance. With my translation you may find the name of the house. Hand me the skin and star ruby and we'll see.

I have no idea what triggered this either.

I believe this is an enchanter quest NPC. Give him 50gd and he returns a rune of fortune. Used for Incandence item.
