If you are doing the "Prove your worth" quest with the council of the 6, she is on the same floor. As you leave the room turn to the right, go up those stairs and where it says Second skin on the high banner above your head. Go inside the room and Tailor Meikolu is on the left wall.
I still cannot find any sign that says Artisans row, thats where I was confused. And I am still unable to use the Find button, I keep getting the message of cannot find.

From ground floor, take elevator and then head up the short staircase to the South with the tradeskillers and merchants. You will find her in the room at the South West end of this little platform.
If you are uncertain, go up to 2nd floor and then do a FIND for "Tailor Nabirye" who is in the same room. Your Find results may vary however. :)
